1. Name
The name of the organisation will be Fife Skater Hockey Association, hereafter referred to as " FSHA ".
2. Status
FSHA will be an independent and autonomous voluntary organisation operated by an Executive body who will liaise, relate and affiliate to other organisations which share its aims and objectives.
3. Aim and Objectives
The aim of FSHA is to promote and encourage the growth of Skater Hockey and Roller Skating for young people in Fife , without distinction of sex, or of political, religious or other opinions.
Provide vetted adult supervision and guidance.
Foster respect towards supervision and authority.
Induce sense of responsibility.
Encourage kids to have a sense of pride in local community.
Bring new friends together.
Encourage fun.
In striving to achieve the Aim, FSHA will endeavour to:-
i) Unite by affiliation Skater Hockey Clubs in Fife and surrounding areas who share a desire to achieve the Aim.
ii) Create, administer and oversee a structured League System for the season.
iii) Give young people, principally but not exclusively, through their membership of affiliated clubs, opportunities to participate in the sport of Skater Hockey in Fife and other enjoyable and constructive leisure time activities, enabling and supporting them to find new interests, form effective relationships and participate fully and effectively in decision making and action processes.
vi) Actively promote and support member participation within clubs. In particular, to emphasize the involvement of children who have no previous Hockey training and who are not currently benefiting from Ice Hockey coaching from other organisations.
v) Represent the interests of member clubs in relation to their affiliation to FSHA.
vi) Provide information and advice held or known by the FSHA regarding the sport in general.
vii) Advise and assist new clubs in their efforts.
viii) Advise on relevant training courses to enable and equip children and adults progress through the sport and to work together and achieve targets.
ix) Organise League Championship Tournament to close each season..
x) Monitor developments in the sport locally, nationally and internationally and undertake relevant experimental and creative work.
xi) Whenever and wherever relevant, liaise, co-operate, collaborate and work with appropriate statutory authorities, voluntary organisations and other charitable bodies.
xii) Raise funds to further the objectives and any other relevant purposes as deemed charitable by law.
xiii) In attempting to achieve the above, FSHA will be non-discriminatory in politics, religion or origin and will actively pursue an equal opportunities policy.
4. Membership
i) Categories of Membership. There are Four categories of Membership:-
Executive Members
Playing Members
Official Members
Associate Members
Honory Members
a) Executive Members
Executive members will be those persons whose responsibility it is to oversee all matters pertaining to the FSHA, and hold the ultimate authority for all decisions which in any way effect the long term interests of the FSHA. The Executive Members will make it their duty to protect the name of FSHA and to ensure that the annual running of the league is done in a organised, proper and reputable fashion. The season will then close and all affiliated clubs and members will have their membership terminated for re-affiliation when advertised. The persons forming the Executive Members shall be as follows :

b) Playing Members
All players and other children will be deemed to be Playing Members of FSHA on payment of a Registration fee determined by the Executive Members, providing that the conditions of full membership are met as described in Clause 4 ii) a) b) or c).
c) Official Members
All adult persons who participate in and /or promote the work of, or contribute to the funds of FSHA must apply for Official Membership. This includes all persons taking part in any games or training in an Official capacity.
d) Associate Members
Organisations or persons who subscribe annually to FSHA funds can apply to become Associate Members of FSHA.
e) Honory Members
FSHA members who have had a long and reputable connection to the league, and who have been proposed by the Executive as having contributed greatly to the league.
The Executive Members will process all applications for Membership.
ii) Conditions of Membership of FSHA
a) All players, other children and adults, must apply for membership to FSHA and will be admitted providing the following conditions have been met.
· They accept the Aim and Objectives and Playing Rules and Local Byelaws of FSHA.
· Provide proof of age ( Birth Certificate ) and address.
· Provide consent to play ( children ).
· Provide references as required under Byelaws
· Pay the members fee.
· Abide by playing rules and bylaws.
· Abide by all Final decisions of Disciplinary Panel.
b) The Executive Members may, at their discretion, offer Full Membership, to any persons who, for various reason (s), do not meet one, some, or all of the above criteria.
iii) Renewal of Membership
Membership is renewed Annually in line with renewal of Affiliation to the FSHA, at a date determined by the Executive Members.
iv) Process for affiliating to FSHA
a) The affiliation date and criteria for acceptance, is determined by the Executive Members.
b) All clubs or organisations wishing to participate in the League in Fife, must apply for affiliation or membership to FSHA Executive Members. Any applications which are incorrectly filled in, will be returned for completion.
c) All applications which conform to the criteria for affiliation as set out at Clause 4ii) may register their players as Playing Members of FSHA on official approval of their affiliation and payment of the appropriate membership fee.
d) Applications which do not meet the criteria, or are applying for Official or Associate membership, will be considered by the Executive at their First meeting following receipt of the application.
e) During the period of receipt of applications, as defined at 4iv) d), and the Executive making its decision, the applicants will not participate in FSHA league games, activities, events or meetings.
5. Players Groups
i) FSHA will actively promote and support the development of Players Groups throughout Fife.
6. Meetings
i) Special General Meetings
a) At their discretion, the Executive may call a Special General Meeting of FSHA. Such a request must be accompanied by a full explanation of the need for such a meeting.
b) The reason (s) for calling a Special General Meeting must be clearly communicated to all the affiliated clubs.
ii) Notice of AGM or Special General Meeting.
a) At least, 21 consecutive days written notice must be given to affiliated clubs for any General Meetings of FSHA.
iii) Expenses
Executive Members are entitled to claim expenses for their time, travel and meal costs whilst working solely for the league. Executive Members maintain the right to claim expenses involved in administering the league throughout the year. All legitimate costs will be accompanied by a receipt from the supplier or a signed petty cash voucher.
8. Staff
i) It is mandatory that other staff recruited by Executive Members of the FSHA will be qualified for the purpose and/or have relevant skills and experience in Roller Hockey.
9. Finance
i) The financial year for FSHA will be 1st August – 31st July.ii) The Treasurer will keep full accounts of the finances of FSHA in accordance with the requirements of normal club procedure.
iii) Money raised by, or on behalf of, FSHA and by all Action Groups will be paid without deduction into the official Fife Skater Hockey Association Bank account.
iv) The Accounts of FSHA will be audited annually by qualified Auditors.
v) The audited Accounts will be presented annually.
vi) FSHA Bank Account (s) will be maintained with whichever Bank is determined by the Executive Members from time to time.
vii) The Bank Account (s) will be in the name of Fife Skater Hockey Association.
viii) The Treasurer and Executives will be the signatories to FSHA Bank Account (s). All signatories must be completely independant of the others.
ix) All Deeds, Cheques, Bills of Exchange etc. relating to the Account (s) will be signed by two of the people described at Clause 10ix).
x) If appropriate, the Executive Members will be responsible for registering charitable status.
10. Dissolution
i) If a decision to dissolve the FSHA is confirmed by the Executive Any assets remaining after the satisfaction of any proper debts and liabilities will be returned to the Accounts Auditor, to be contributed to any association which will provide future benefit for the young people in Fife. Such a contribution will be deployed in accordance with the advice of the Youth Clubs Fife.
