GBHI Conference  2006/2007 General Guidance (10s to 16s).

 

Responsibility for the management of each conference day rests with the host region.  The host region must ensure a nominated official is present to oversee the running of the day.  Only the nominated official has the delegated authority to make changes to running order and timings should it be necessary.

Hosting Conference team managers should liaise closely with and assist their relevant Conference Coordinators to ensure all necessary arrangements are in place for the day. Preplanning, communication and cooperation are essential to ensure each of the conference league days are run to the highest standards.

Each regional association is responsible for arranging referees and officials for the match’s held at their Conference venues. Referees and officials from other regions can be utilised. Visiting regions should notify the host region at least one week in advance if they have a qualified referee traveling who can be utilised.

 

1)     Each age group will play once at each of the four venues.

 

2)     All matches played to standard GHBI rules, no special rules for 10s. Each match will be 2 x 15 minute periods stop clock. Teams change ends at half time. Teams will start matches DEFENDING the goal furthest away from their team bench.  (This will make it easier for teams to be able to “pull” their goalie in the final period if required). No Overtime in the event of a draw.

 

3)     Points system - 2pts for win, 1pt for draw, 0pt for a loss. All points go towards season total. Forfeits shall be recorded as 10 – 0.  In the event of teams being tied on points at the end of the season, league positions will be decided firstly on results between the tied teams, secondly on goal difference between the tied teams, thirdly on overall goal difference for the whole league, fourthly on goals scored. 

 

4)     Each Conference team must have a level 1 licensed Inline Hockey qualified coach and licensed manager on the bench at all times.

 

5)     Players only play in their specific age ranges. No playing up will be permitted.

 

6)     Three Strikes and Out” After a player has received a 3rd minor penalty in the same game, or combinations of minor and major penalties totaling 4.5 minutes or more, they shall be ejected from the remainder of that game. A player on the pad from the offending team will be required to serve the penalty. No further disciplinary action shall be taken.

 

7)     All players selected for their respective conference squads must be registered with GBHI as a player and have played at least one league game prior to the commencement of Conference matches.

 

8)     All players must have either their registration cards with them on match days or if not possible other proof of registration, e.g. letter from league secretary confirming registration numbers.

 

9)     Each regional association must deal with disciplinary matters arising on the day they occur. A disciplinary committee must be available to conduct a hearing involving any conference league player.  It is the hosting regions responsibility to ensure a disciplinary committee can be convened as soon as possible after the match in question. However play will not be delayed to facilitate a disciplinary hearing.

 

 

Conference Finances 2005 - 2006

 

This season the GBHI Conference Co-coordinator will administer Conference finances centrally. This is primarily due to the variable Hire rates across each of the venues and charging variable Event Fees depending on the venue would be confusing. All the Fixtures have been agreed with Regional Coordinators and they have confirmed venues have been booked accordingly.

 

Each Conference team is required to pay Event fees of £140 per competition day. Each region/team is to ensure that they pay their Conference fees to the local regional coordinator (or their nominated representative) on the day of the event (see names below).

 

In the event of a region being unable to field a team for a Conference event and as such forfeiting their games, they shall still be liable for the event fee. 

 

Cheques require to be made payable to the host region. Please ensure any cheques are made payable as follows.

 

·        Scotland – Payable to FSHA

·        Midlands – Payable to GBHIM

·        Southern – Payable to GBHIS

·        Flintshire – Payable to FIHL

 

Regional coordinators are to keep financial records of all transactions relative to Conference income and expenditure for their region should forward Conference event income/bills to the Conference coordinator as noted,

Each Region is expected to pay the Venue hire costs and the officials on the day, and then re-claim the cost from the GBHI Central Treasurer should a shortfall from income exist. 

 

When a shortfall exists, reimbursement of Venue Fees and Officials fees will be made to the regions upon receipt of a detailed invoice.  The invoice should detail the names of the Referees and Timekeepers for which the claim is being made, and the number of matches each officiated. The Invoice should be forwarded at the same time as the team/region payments for the event.

 

Officials should be paid on the following basis:
Timekeepers/Scorers - £3.00 each per game, max of two people per game.
Referees -      £7.50 each per game in 10s, 12s age groups and £10 each per game in 14s, 16s age groups.

 

Please note the Referees travel expenses should be paid on the day and reimbursement should be claimed direct from GBHI central funds not from the Conference Funds.  Please ensure that GBHI policy is kept to with regards to expenses. 

 

 

 

 Additional guidance on disciplinary issues at Conference

 

1.      Disciplinary awards received at Conference matches usually apply only to those conference matches remaining but may carry on into the 'regular league' should the ban carry over.  i.e. a 3 match ban awarded in the last game of the conference spills over into the next series of league matches.  The disciplinary hearing also has the power to ban the player from additional conference games, should the situation warrant, or ban the player outright from Conference team play, depending on the nature of the offense.

 

2.      The nominated official from the hosting region is responsible for convening any necessary disciplinary hearings as soon as is practical after the game in question.  The minimum size of a disciplinary hearing is three officials (two independent from the region in question).

 

3.      The rulings follow the league guide on minimum bans with flexibility to add additional games depending on the nature of the offense. 

 

4.      Any disciplinary awards must be immediately communicated to the National Disciplinary Manager at   Disciplinary@gbhis.co.uk who will ensure the appropriate regional leagues are informed of the awards and that the information is coordinated centrally

 

5.      Particular reference is made to fighting which will carry an automatic 3 match ban

 

6.      The “three strikes and out” rule applies in Conference events

 

7.     Individual team managers must ensure they are aware of any disciplinary awards against their players and maintain responsibility for enforcing any bans or awards.   If a banned player is played the game will be awarded as a 10-0 forfeit, similarly if a banned player is on the bench, in any capacity the team is liable for a forfeit. 

 

8.      If the ban carries over it is the league executive of the region who enforce the bans.

 

9.      Bans incurred in the Conference play can also carry into Nationals, depending on when and how long the ban is for.
